Licence first, then the professional practice card
DLD's Real Estate Licensing Application service includes real-estate sales-and-purchase brokerage and real-estate leasing brokerage among the covered activities. Its published service terms say to submit the licence application through Dubai Department of Economy and Tourism, register the licence in Trakheesi, then apply for a Real Estate Activity Practice Card after approval.
DLD's Brokerage Practice Guide gives the same sequence in broker terms: obtain the real-estate licence, register it in Trakheesi, submit the broker-card application through Trakheesi, then receive the electronic card after fees are settled. Do not describe the card as a substitute for the company licence or for an advertising permit.

Current fee and validity details
DLD's current service page lists AED 500 for issuing a real-estate broker card. It separately lists a broker exam at AED 700 plus AED 10 knowledge and AED 10 innovation fees, and an ERES fee of AED 50 plus VAT. Check the live service before payment because authority fees and conditions can change.
The same page says the card's validity is linked to the trade licence. Its service terms also list a Dubai Police certificate of good conduct and passing the annual test to practise the mediation profession; published exam exemptions are limited to the stated cases. Match the applicant to the current service terms rather than assuming an exemption.
Keep the card question separate from advertising compliance
DLD describes professional practice cards and real-estate advertising permits as different Trakheesi service areas. A broker card is part of the professional-practice path; the Real Estate Ad Permit service has its own category, documents, review and e-permit certificate. Check both live services whenever the actual work involves public property advertising.
